Who We Are

The Afghanistan Community Resilience and Livelihoods Project is a new initiative supported by the World Bank and Afghanistan Reconstruction Trust Fund (ARTF). The United Nations Office for Project Services (UNOPS) is its Implementing Partner (IP). Actual ground-level Project support will be provided by six (6) non-governmental, non-for-profit organizations (or consortiums of the same) contracted as Facilitating Partners (FPs) for three Components, and through private sector infrastructure contractors for the urban component. 

The ACRLP will provide short-term employment and social grants in urban and rural areas. The labor-intensive work will provide income and a livelihood for vulnerable households, and the services from the work activities will benefit whole communities. Communities will be closely involved throughout, in rural and urban areas. 

The project is present in: 

  1. 8 cities 
  2. 26 provinces
  3. 70 rural districts
  4. 6,450 communities

Creating more than 23 million labor days, including More than 889,000 people employed in 5,500 labor intensive and cash-for-work activities. Overall 9.3 million people will be benefiting from the project.  

5,000 Community Development Councils (CDCs) will receive capacity building support from the project. Women CDC members will participate in project activities. 

Grievance response mechanisms will be strong and transparent. Every complaint must be closed, withdrawn or escalated within 30 days. UNOPS will record, monitor and report on grievance resolution.

The ACRLP will be monitored by an independent Third Party Monitoring Agent (TPMA) contracted by the World Bank, covering both physical performance verification and financial and fiduciary checks.
